The Texas Communications Unit (TX-COMU) is governed by a Board of Directors committed to advancing interoperable communications, supporting Communications Unit professionals, and strengthening public safety partnerships throughout Texas.
TX-COMU operates as a director-led organization. Each Director serves as an equal member of the Board, sharing responsibility for the organization’s strategic direction, governance, operations, and stewardship.

Eric M. Gildersleeve
Director
Experienced public safety, emergency management, and interoperable communications leader dedicated to strengthening interoperability capabilities throughout Texas.

Billy Willis
Director
Public safety radio systems professional with decades of service in law enforcement, fire service, dispatch, and Communications Unit operations.

Thomas Gilbert
Director
Regional public safety communications leader specializing in P25 radio systems, interoperability, and Communications Unit operations.
Collaborative Governance
TX-COMU is led through collaborative Board governance. The Directors collectively exercise the authority and responsibilities assigned by the organization’s governing documents and make decisions through formal Board action.
